Now, we can debate about how high the limit should be to prevent most people from doing the dangerous stuff without thinking. But remember : this comes with barring people access to the good stuff (which is the same stuff, really, but with awareness and maturity), and can be very paternalistic.

OK, so today shit absolutely exploded in UK politics... again, and it's now my job so somehow explain the niche weird shit of UK constitutional law to you.
So, let's start off by defining the structure of powers in the UK as that's really key to things here. Parliament is sovereign was a key line used in the referendum to argue why we should leave the EU, what this means is that the UK Parliament is the ultimate form of power and nothing is above it, it is the arbitrator of law. second of all is the royal powers, so the queen has many powers such as the ability to declare war and she is the one who formally dissolves Parliament, as well as appoints the PM who forms a government.
now, things get messy in that the monarch is the sole point from which all power comes, and she rules by the grace of God (yes.... this is literally how the UK law works, please don't laugh). She then 'chooses to hand her power over to Parliament, though in reality the Queen can't do shit and if she tried to fight back she would be completely ousted by the government in seconds, no British monarch has ever fought against Parliament in a legal manner since 1708 and for this reason. as monarchist as the English are, they did cut that one guys head off the time he tried to stop Parliament and then overthrew another one.
